tal, atua a partir do mercado dom\u00e9stico quando inicia a presta\u00e7\u00e3o em territ\u00f3rio nacional por meio de atos preparat\u00f3rios anteriores \u00e0 realiza\u00e7\u00e3o material do servi\u00e7o, relacionados com o planejamento, a identifica\u00e7\u00e3o da expertise indispens\u00e1vel ou a mobiliza\u00e7\u00e3o de recursos materiais e intelectuais necess\u00e1rios ao fornecimento.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-family: arial, helvetica, sans-serif;\">O tomador de servi\u00e7os, enquanto tal, atua no mercado externo quando sua demanda pela presta\u00e7\u00e3o ocorre no exterior, devendo ser satisfeita fora do territ\u00f3rio nacional.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-family: arial, helvetica, sans-serif;\">Se o tomador de servi\u00e7os, enquanto tal, atua no mercado externo e os servi\u00e7os s\u00e3o executados em um im\u00f3vel ou em um bem incorporado a um im\u00f3vel, a demanda se considera atendida no territ\u00f3rio onde se situa o im\u00f3vel.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-family: arial, helvetica, sans-serif;\">Se o tomador de servi\u00e7os, enquanto tal, atua no mercado externo e os servi\u00e7os s\u00e3o executados em um bem m\u00f3vel n\u00e3o incorporado a um im\u00f3vel, uma vez demonstrado que aquele bem ser\u00e1 utilizado apenas no exterior, a demanda se considera atendida no territ\u00f3rio ou nos territ\u00f3rios onde esse bem dever\u00e1 ser utilizado.<\/span><\/p>\n<p style=\"text-align: justify;\"><span
